Does One EU Responsible Person Cover All 27 EU Countries?

AI Extraction Summary

Yes. One EU Responsible Person can act for you across the EU: Article 16(1) of the GPSR asks for one operator established in the Union, not one per country. Eldris charges a one-off fee for each market you choose and names those markets on your certificate.

This question was put to Eldris 31 times by 23 sellers between and . All the questions sellers ask

Yes: one EU Responsible Person can act for you in all 27 EU member states. Article 16(1) of the General Product Safety Regulation (GPSR), Regulation (EU) 2023/988, requires one economic operator established in the Union, not one in each country. Eldris holds the role through EldrisAi OÜ in Estonia, charges a one-off fee for each market you choose and names those markets on your certificate.

Does the law ask for more than one EU Responsible Person?

No: the law looks at the Union as a whole. Under Article 16(1), you may not place a GPSR product on the market unless an economic operator established in the Union is responsible for it. The article sets no rule for each country.

That operator carries the tasks in Article 4(3) of Regulation (EU) 2019/1020. The same test, establishment in the Union, appears in two more rules.

Article 4(1) of Regulation (EU) 2019/1020 applies it to products under the acts in its Article 4(5), such as toys and low-voltage electrical equipment. Article 4(1) of Regulation (EC) No 1223/2009 admits a cosmetic only with a responsible person designated within the EU.

None of these rules asks for an operator in each member state where you sell. So one EU Responsible Person, established in one member state, can represent you across the Union.

As your one EU Responsible Person, Eldris uses one set of details for every EU market you appoint it for. That is EldrisAi OÜ, Ruunaoja tn 3, 11415 Tallinn, Estonia, with compliance@eldris.ai as the email address. Article 16(3) puts them on the product, its packaging, the parcel or an accompanying document.

Your own name and address as manufacturer go there too (Article 9(6)).

If one EU Responsible Person is enough, why is there a fee per market?

By choice, not because the law asks for it. Each market is more work for Eldris. Pricing by market keeps the outlay lower for a seller who starts in a few markets.

The market fee is a one-off fee for each market you appoint Eldris in. Each EU member state counts as one market, and so does the UK. You pay it once, with no renewal and no re-registration.

Eldris's terms call it a one-time onboarding fee per country, payable once on initial registration. A multi-market discount applies to the market fees only. It counts the markets you order together in one sitting at onboarding.

The figures and a worked example are on the service page, not in this guide. A seller who starts in two member states pays the market fee for those two.

A market added later is its own one-off registration at the same market fee. The guide to adding markets later explains how that works.

None of this changes the law: one EU Responsible Person can still act for the whole Union. For Eldris's EU markets, that is EldrisAi OÜ.

Which markets does your certificate of appointment name?

It names every market you choose, with a document reference number and the appointment date. Eldris issues it within 60 minutes of completing onboarding. It is ready to upload to Amazon Seller Central or any marketplace that asks for your Responsible Person.

You choose your markets in the onboarding form, from any of the 27 EU member states and the UK. Then you pay the market fee for each one.

Before you pay, you accept the Letter of Authorisation. It lists your company, contact details, address, markets and SKU coverage. At the same step, you confirm that you have the authority to appoint Eldris for the markets you chose.

The certificate then lists every market Eldris acts for. For EU markets it names one EU Responsible Person, EldrisAi OÜ.

EldrisAI holds the appointment for the United Kingdom. When one order has both, the certificate names both companies. Adding a product or SKU later regenerates the certificate automatically, with no fee.

Your certificates sit in a portal you can open at any time. The portal also keeps your authority correspondence logs and product declarations.

How can one monthly plan cover every market you hold?

The monthly plan follows your SKU count, not your markets, so it costs the same for one market or all 28. One plan covers all your markets and runs month to month.

While the plan runs, your appointment stays active and Eldris's address stays on your label and listings. Eldris replies to the authorities for you, and your certificates stay in the portal.

One plan does this for all your markets. Eldris's terms set the monthly fees as tiers by your active SKU count. So the plan follows the size of your catalogue, not the number of markets you hold.

A SKU is one sellable item, and each variant, such as a size or a colour, counts as one SKU. The monthly plan, priced by SKU count, follows your active SKUs.

Adding a market leaves the plan unchanged, and the multi-market discount does not touch it. From year two the plan is the only charge, since you pay each market fee once.

You can cancel at any time, and the plan ends with the month you have paid for.

Where does the EU appointment stop?

One EU Responsible Person covers the EU member states, and the UK has its own product rules. Eldris adds the United Kingdom as a separate appointment for Great Britain, on the same order and at the same market fee. Your one monthly plan covers it.

Article 16 of the GPSR concerns products placed on the Union market, and Great Britain is outside it. Whether Great Britain needs its own appointment depends on the product.

A cosmetic sold there needs a responsible person established in the UK. For other consumer products, the General Product Safety Regulations 2005 make a UK representative optional. The guide to UK and EU Responsible Persons sets out both.

EldrisAI holds the UK appointment, not EldrisAi OÜ. You can choose it alongside your EU markets or on its own. Ordered in the same sitting as your EU markets, it counts as one market towards the multi-market discount.

To appoint Eldris for EU markets, the UK or both, open the onboarding form. It shows the quote before you pay. The Responsible Person FAQ keeps the short answer to this question.

Frequently asked questions

Do I need a separate Responsible Person in Germany or France?

No: one EU Responsible Person established in the Union can act for you in both, because the GPSR sets no rule per country. EldrisAi OÜ, a company registered in Estonia, can hold the role for any EU market you choose. Your certificate of appointment then names each of those markets.

Is the fee for each market a legal requirement?

No: in law one EU Responsible Person can represent you across the EU, so the fee for each market is Eldris's choice. Each market is more work, and pricing by market keeps the outlay lower for a seller who starts in a few markets. The fee is one-off, paid once per market.

Does the monthly plan cost more if I add markets?

No: your active SKU count sets the plan, not the number of markets, so the plan stays the same when you add one. Each new market is its own one-off registration at the market fee. The multi-market discount applies to market fees only, so it does not touch the plan either.

Is the market fee charged again every year?

No: you pay the market fee once for each market, each EU member state or the UK, with no renewal and no re-registration. From year two you pay the monthly plan only, priced by your active SKU count. You can cancel the plan at any time, and it ends with the month you have paid for.

Can one EU Responsible Person cover cosmetics and my other products?

Yes: a seller of cosmetics and other goods does not need two separate appointments in the EU. Eldris holds both roles under a single appointment through EldrisAi OÜ, in Estonia. One registration per market covers every product type you select in the onboarding form, and the monthly plan follows SKU count, not category.

Does an EU appointment cover my sales in Great Britain?

No: one EU Responsible Person covers the EU member states only, and Great Britain sits outside the Union market. Eldris adds the United Kingdom as a separate appointment for Great Britain, held by EldrisAI, at the same market fee and on the same plan. Northern Ireland follows the EU rules instead.
