Yes. If you sell physical products into the European Union from outside the EU and do not have a named EU Responsible Person with a registered EU address on your product packaging or listing, you are non-compliant. Amazon enforces this with listing suppression across all EU marketplaces.
For cosmetics (Regulation 1223/2009), the correct legal term is 'Responsible Person'. For general consumer products under GPSR (2023/988) and market surveillance (2019/1020), the term is 'Authorised Representative' or 'economic operator'.
