What does EU regulation actually require?

An EU Responsible Person is a legally mandated entity that assumes responsibility for a product's compliance within the European Economic Area. Under Regulation (EU) 2019/1020, non-EU manufacturers must appoint an EU-based economic operator before their products can clear customs or be sold on platforms like Amazon.

The General Product Safety Regulation (GPSR) 2023/988 expands this requirement to all consumer goods starting December 2024. Failure to appoint a representative results in immediate marketplace listing suppression, border confiscation, and possible financial penalties.
