Can a freight forwarder offer EU responsible person service? Only by holding the role itself, which Regulation (EU) 2019/1020 reserves for a business established in the EU that takes on the Article 4 duties (documents, authority requests, risk notifications, corrective action), or by referring the appointment to a provider that does. With Eldris the forwarder refers: it orders for its shipper on the Eldris website with its partner code, the shipper's certificate is issued within 60 minutes, and the goods keep moving.

Can a freight forwarder offer EU Responsible Person service itself? When a fulfilment provider holds the role by default
Regulation (EU) 2019/1020 Article 4(2) names the fulfilment service provider established in the EU as the responsible economic operator for the products it handles only where no manufacturer, importer or authorised representative established in the EU holds the role. A 3PL or prep centre that stores and ships a non-EU seller's goods can therefore find itself holding the duties by default. Referring the seller to an appointed Responsible Person such as Eldris removes that default.

Questions partners ask
Can a UK 3PL be the EU Responsible Person for its clients?
No. A business in the UK is outside the EU; the role must sit with a business established in the EU, such as Eldris's EldrisAi OÜ in Tallinn.
Does the forwarder handle the customer's documents?
No. The seller keeps its own technical documentation and uploads it to the Eldris portal; the forwarder only refers and orders.
Is the Eldris partner programme white label?
No. Eldris is the named Responsible Person or registrant and issues the certificate in its own name; the partner is a referral partner and says so to its clients.
What does the partner code do?
Entered with your own email on any Eldris order page, it prices the order at the partner rate, in pounds, and makes the Responsible Person one yearly payment instead of a monthly plan.
Where are the partner prices?
In the partner price list, sent by email with the partner code when an application is approved. They are not published on the websites.
Which services are at the partner rate?
The EU and UK Responsible Person, the cosmetics lines Eldris performs itself (CPSR, PIF, CPNP) and every EPR registration line. The compliance consultation, the CPSR review and cosmetics variations are at the public price; scheme and authority fees are passed through at cost.
Who pays Eldris?
The partner pays at onboarding, by card or by bank transfer against a GBP invoice; Eldris takes no payment from the partner's clients.
Who does Eldris deal with?
Only the partner. Eldris does not contact the partner's clients; messages reach them through the partner, or through the portal once the partner's team is set up there.
Does the partner need an agreement?
Nothing is required to start. If the partner sends an agreement, Eldris signs it.
When can the partner's team use the Eldris portal?
From 10 clients a month for 2 months, Eldris sets the team up as partner users who see their own clients only.
What happens if a client's SKU count grows mid-year?
The Responsible Person tier is upgraded pro rata for the rest of the year; the next yearly payment is at the new tier.
